This is not the primary question, and the only thing I would call at this future interview is what you want… there are a lot of people that are doing what the department is doing. A year ago the manager was willing to do the risk (when they put in a 3 page advertisement for HR department) and in the end he was willing to wait to decide what’s best for the organization.
